1. After hearing learned Counsel for the parties, we are of the view that the matter should have been disposed of finally at threshold by the High Court. It is stated that the matter is now part heard before the Bench which may or may not assemble to dispose of the matter as no date has been fixed. In the circum-stances, we will request the Senior Judge of the Allahabad High Court, (Lucknow Bench) to constitute the Bench to hear the mat-ter. In case for some reason or the other that Bench is not available to constitute another Bench, we request the High Court to dispose of the matter within eight weeks. Let the matter be placed before the Senior Judge of the Allahabad High Court, Luck-now Bench within one week from today. It is stated that the Director of Extension is guiding some students in the research. That he may continue to do so.
